Very surprising that the title refers to Elizabeth.
However Elizabeth has been recast to Michelle Morgan (who is also FRAN in the episode) and according to someone else in the room where I watched this in Torri Higginson did not do this episode as she was unhappy with the script. This person also said that Michelle Morgan saw all of Torri's episode in order to portray Elizabeth Weir to perfection. This is somewhat like Terry Molloy studying thoroughly Michael Wisher's performance as Davros when Molloy was cast as Davros in Doctor Who: Resurrection of the Daleks.
Michelle Morgan does do a very good job in portraying Elizabeth.
The episode itself is not bad but it could have been better.
The trick that Elizabeth plays on the Replicators at the end is something that I did not see coming.
